VILLAGE OF BARNEVELD BOARD MEETING

DRAFT SUBJECT TO APPROVAL

1. The meeting was called to order at 7:00 p.m. by President Mike Peterson. Public Notice had been given and agenda's were available.

2. ROLL CALL: Jim Nelson, Lori Parks, Jim Owens, John Nechkash, Steve Deal, Greg Clerkin and Mike Peterson.

3. Pledge of Allegiance

4. Motion by J Nechkash/J Owens to approve the minutes of the March 3^rd, 2008 board meeting. Motion carried.

5. No informal public comment.

6. Jay Settersten of Agricol appeared before the Board to discuss possible options for Birch Lake. The Board tabled further discussion until the May meeting so they can confirm whether the Village or the County would have to start a study/report and apply for any grants. The deadline for the study would be August 1^st, 2008.

7. Motion by J Nechkash/J Owens to approve Operator's License for Sue Seeliger for Thousand Island. Motion carried.

8. Motion by M Peterson/J Nechkash to table decision on helping Iowa County Humane Society implement spay/neuter program until next month. Deputy Clerk to get break down on Dog License fees from Clerk and County. Motion carried.

9. Motion by J Nechkash/J Owens to table until next month a decision to hold low cost vaccination/dog licensing clinic in Village with Humane Society. Deputy Clerk to find out cost to village and best month to hold. Motion carried.

10. Motion by M Peterson/L Parks to table decision on Sewer Impact Fee for Steve Deal for the Fairway & Greene Addition until finding if State Statutes allow or have in place an amount for a second line but same meter fee. Motion carried with Steve Deal abstaining

11. Motion by J Nelson/J Owens to table discussion on Sewer Impact Fee in the Village Sewer Ordinance pending more information. Motion carried with Steve Deal abstaining.

12. Motion by J Nelson/J Nechkash to send in preapplication form for the Community Block Program. If approved SW Cap would help with administration. Motion carried.

13. Motion by L Parks/J Owens to approve Planning Commission's recommendation to Adopt Ordinance 08-03-01 to Amend Section 10-04 of the Code of Ordinances Relating to Outdoor Solid Fuel Heating Units. Motion carried.

14. Motion by J Owens/J Nechkash to approve Planning Commission's recommendation to adopt Ordinance 08-03-02 to Amend Section 17.72 of the Code of Ordinances Relating to Existing Nonconforming Structures. Motion carried.

15. Motion by S Deal/L Parks to approve paying village employees who are members of recognized emergency response team when responding to calls during normal working hours. Motion carried.

16. KCJ Development LLC has renewed Letter of Credit No. SB 5760 that would have expired 4/15/08

17. Committee/Commission Reports

18. Motion by G Clerkin/J Nelson to approve the bills as presented. Motion carried.

19. Chief Schneider presented Police Report. Barneveld Officer Melissa Peterson training with Brian Bilse at DARE program at school. Possible Mock Accident at school during Prom week. Birch Lake vandals identified.

20. Update given on Legion Hall.

21. Lois Arneson will be stepping down from Library Board in July. M Peterson informed board of possible street repairs on Church , Main, Jones, and Front streets in village. Street Committee to check on streets. L Parks informed board sand is needed in Quail Ridge park sand box. S Deal asked about village policy in purchasing gas. L Parks to bring school's policy for purchasing gas.
