The meeting was called to order at 7:00 p.m. by President Mike Peterson. Public Notice had been given and agenda's were available.
ROLL CALL: Jim Nelson, Lori Parks, Jim Owens, John Nechkash, Steve Deal, Greg Clerkin and Mike Peterson
Pledge of Allegiance
Motion by J Nelson/G Clerkin to approve the minutes of the April 7th, 2008 Board Meeting and the April 16th, 2008 Joint Board Meeting with the Town of Brigham. Motion carried.
No informal public comment
Iowa County Land Conservation Department approved that the Village apply for a Lake Study Grant for Birch Lake. Birch Lake Park is still closed because of all the snow/rain we have had and the ground is still saturated.
Motion by J Nechkash/J Owens to approve the request from Don and Shirley Brindley to close a portion of Barbara Circle on Saturday, May 10th for an auction as long as it does not interfere with neighbor's access to their own property. Motion carried.
Motion by J Nechkash/L Parks to table raising the fees for pet licenses and review when the Budget is being completed. Motion carried.
Motion by J Nechkash/S Deal to hold a low cost vaccination and dog licensing clinic in either January or February 2009 and see if the Town of Brigham would like to hold it together with the Village. Motion carried.
Clarification of the sewer impact fee was discussed.
Motion by S Deal/J Nechkash to table consideration of Resolution 08-03 2007 Compliance Maintenance Annual Report for Barneveld Sewer Utility until June meeting. Motion carried.
Motion by S Deal/J Nelson to use designated funds and general reserved funds deposited with the Local Government Investment Pool to purchase a new salt/plow truck from Peterbilt and Burke Truck & Equipment. Motion carried.
Motion by J Nechkash/L Parks to table bidding out for a gas contract with Randy's Auto Service and Stop-n-Go Eagle Mart until the June meeting. Motion carried.
Motion by G Clerkin/J Owens to hold a Public Hearing on the Snow Ordinance on June 2nd, 2008 at 7:30 p.m. Motion carried.
Motion by M Peterson/S Deal to refer the clearing of snow on the overpass sidewalk to the Streets Committee. Motion carried.
Motion by J Nechkash/J Nelson to get bids for completing the streets in Savannah Oaks Subdivision. Motion carried.
Motion by J Owens/S Deal to have Johnson Block and Company complete a simplified rate case with the Public Service Commission for the Water Utility. Motion carried.
Committee/Commission reports
Motion by J Owens/J Nelson to appoint David Manteufel to the Barneveld-Brigham Fire District Board. Motion by J Nechkash/L Parks to appoint Steve Deal as the Village Board Representative to the Barneveld-Brigham Fire District Board. Motion by J Nechkash/J Nelson to appoint Lori Parks to the Finance Committee. Motion by J Nechkash/S Deal to appoint Lori Parks and Jim Owens to the Public Safety Committee. Motion by J Nechkash/M Peterson to appoint Steve Deal and Jim Owens to the Public Works Committee. Motion by G Clerkin/J Nechkash to appoint Steve Deal to the Public Welfare Committee. Motion by G Clerkin/J Nelson to appoint Joann Manteufel to the Planning Commission. Motion by G Clerkin/J Nechkash to appoint Michelle Lancaster to the Library Board and appoint Lori Parks as the Village Representative to the Library Board. All motions carried.
Motion by J Nelson/J Owens to approve the bills as presented. Motion carried.
Police Report
Board Members to contact Office if they are interested in attending the League of Wisconsin Municipalities Regional Dinner in Mineral Point on May 22nd, 2008.
Bridge/Overpass work on Highway 18/151 has begun.
Weather Alert Radios for sale in the Village Office for $27.00. Spring Clean Up is on May 17th, 2008 from 8:00 am to Noon. Open Book is on May 22nd, 2008 from 3:30 - 5:30 pm. Board of Review is on June 9th, 2008 from 9:00 - 11:00 am.
