VILLAGE OF BARNEVELD BOARD MEETING

1. The meeting was called to order at 7:00 p.m. by President Mike Peterson. Public Notice had been given and agenda's were available.

2. Announcement – Anticipated closed session later in meeting

3. ROLL CALL: Jim Nelson, Lori Parks, Jim Owens, John Nechkash, Steve Deal, Greg Clerkin and Mike Peterson.

4. Pledge of Allegiance

5. Motion by S Deal/J Nechkash to approve the minutes of the September 4^th, 2007 board meeting and the September 13^th, 2007 special board meeting. Motion carried.

6. No informal public comment

7. Motion by J Nechkash/J Owens to approve an operator's license for Christopher Taylor Buckingham for Stop-N-Go once he has completed the Operator's Class. Motion carried.

8. Motion by J Nechkash/J Owens to approve an Operator's License for Rodney Sawle and an Operator's license for Edward Chancellor once the Village receives a copy of his driver's license for Harvest Market. Motion carried.

9. Motion by J Nelson/J Nechkash to approve a change of agent for Harvest Market's Liquor License to Brenda Evans. Motion carried.

10. Motion by J Nechkash/L Parks to approve Resolution 07-06 to claim exemption from the County Library Tax. Motion carried.

11. Motion by J Nelson/J Owens to set Halloween hours for Sunday, October 28^th, 2007 from 4:00 p.m. to 8:00 p.m. Motion carried.

12. Motion by J Owens/G Clerkin to approve the bills as presented. Motion carried. The Holiday Open House will be held on Saturday, December 1^st, 2007.

14. Update on DOT/Jones Street bridge repair/reconstruction in 2008

15. Motion by L Parks/S Deal to approve a month to month agreement for 3 months with Charter telephone service and bring back to the Board after 3 months to possibly lock in the rate for a longer period of time. Motion carried.

16. Motion by L Parks/J Owens to have Finance Committee meet on Tuesday, October 9^th, 2007 at 6:30 p.m. to review applications and then interview candidates and bring the top 2 or 3 candidates back to Village Board for final approval. Motion carried.

17. Motion by J Owens/J Nechkash to set the date for the Public Hearing for the 2008 Budget for November 5^th, 2007 at 7:30 p.m. to be held at the Barneveld-Brigham Municipal Building. Motion carried.

18. Motion by J Nelson/L Parks to go into closed session at 7:35 p.m. per State Statute 19.85(1)(c). Roll call vote to enter closed session: J Nelson, L Parks, J Owens, J Nechkash, S Deal, G Clerkin and M Peterson. Motion carried. Motion by G Clerkin/J Nechkash to reconvene at 7:50 p.m. Motion carried. Motion by J Nelson/L Parks to approve the 2008 wage increases for municipal employees as follows: J Jordee, M Walker and J Swenson – 4% increase, B Schneider – 3% increase, Part-time Police Officers - $.50/hr, part-time summer help - $.25/hr, D Kabler - $.45/hr, A Copus - $.35/hr, M Brindley - $.20/hr, Municipal Judge - $.50/hr and Court Clerk - $2/hr. Approve a full day off for employees for Christmas Eve (Part-time employees will be prorated). Sick time that accrues over 320 hours will be paid out to employees. Motion carried.

19. Motion by J Nelson/G Clerkin to approve the Preliminary Budgets for: General Fund, Water Utility Fund, Sewer Utility Fund, Debt Service Fund, Revolving Loan Fund, Library Fund and Emergency Services Fund. Motion carried.

20. Joint Budget Meeting with the Barneveld-Brigham Fire District and the Town of Brigham Board will be on Wednesday, October 10^th, 2007 at 6:30 p.m. at the Barneveld-Brigham Municipal Building.

21. City of Greensburg Kansas sent a Thank you to the Village for donations made by the Community and Village.
